  • The source, in your repository. If a supplier will not hand over code they wrote for you, that is a commercial decision dressed up as a technical one.

Scoping it so it does not sprawl

Write down the behaviour, the assumptions, the Moodle version target, and – most usefully – what is explicitly out of scope. The out-of-scope list prevents more disputes than the specification does.

Build in reviewable pieces rather than one delivery at the end, so you can change your mind while changing your mind is still cheap. And everything lands on staging first, always, with a way back.

The conversation worth having first

A good specialist will sometimes talk you out of the build. Configuration is free, a maintained community plugin is nearly free, and a custom plugin is a commitment at every future upgrade. If nobody has checked those two options before quoting, the quote is premature.

Scoping custom work

Before commissioning anything, three checks are worth running: does core already do it, does a maintained plugin already do it, and will the requirement fight the way Moodle works. A requirement that fights Moodle needs rewriting at every major version, which is a recurring cost rather than a one-off.
