Victoria has a dense and heavily regulated training market – a large independent RTO sector, TAFE institutes, and enterprise learning teams across manufacturing, health and professional services. Australian data residency for Victorian learners
You choose the AWS region when we onboard you: Sydney (ap-southeast-2) or Melbourne (ap-southeast-4). Both are Australian regions, so course content, learner records, submitted assessment evidence and backups all stay onshore. Nothing is replicated to an overseas region, and we will tell you in writing which region and which availability zones your instance and its backups occupy.
We are explicit about this because “Australian hosting” is often a reseller sitting in front of an offshore panel. AWS publishes its region list, so you can check that the region we name is the region you expect.
Melbourne is one of only two Australian cities with its own AWS region. If a policy, a tender response or a board paper asks specifically where the data sits, the Melbourne region lets you answer “Melbourne” without qualification. The architecture, backups and monitoring are identical either way – the region is a choice, not an upgrade.
The VRQA boundary when you move delivery online
This is the one that surprises Victorian providers. Victoria is a non-referring jurisdiction, so the Victorian Registration and Qualifications Authority regulates RTOs that deliver only in Victoria to domestic students. The moment you deliver online to another state, or enrol an overseas student, you can fall under ASQA instead.
An LMS makes that boundary very easy to cross by accident. A publicly self-enrollable Moodle course, an interstate learner enrolled as a favour, or a marketing page offering online study can all change your position. We help Victorian providers configure Moodle so that enrolment boundaries are deliberate – restricted self-enrolment, cohort rules, and location capture at sign-up – so your delivery footprint matches the registration you actually hold.
To be clear: that is a Moodle configuration service. Whether your registration covers what you are about to do is a question for the VRQA or your compliance adviser, not for us.
Multi-entity and multi-brand structures
Melbourne deployments frequently involve several business units or brands under one parent, each wanting its own look, its own reporting and its own administrators. There are three ways to do that in Moodle and they are not equally appropriate:
- Category and role separation – lightest, cheapest, right for most cases where the separation is organisational rather than legal.
- Multi-tenancy patterns – where each brand needs its own administrators and a genuinely separate learner experience.
- Separate instances – only where a compliance or contractual boundary genuinely requires it, because it multiplies your upgrade and support surface.
We will recommend the lightest option that meets your boundary, and say so plainly if you are being sold something heavier than you need.
Where Moodle stops and your student management system starts
Most established Victorian RTOs already run a student management system – commonly aXcelerate, VETtrak or Wisenet – and the question is not whether Moodle replaces it, but where the boundary sits. Our position is that the SMS should stay the system of record for enrolment and compliance, and Moodle should own delivery, assessment and evidence.
The integration work is then about keeping one source of truth: enrolments flowing from the SMS into Moodle rather than being keyed twice, and completion outcomes flowing back so nothing is reconstructed by hand. We build that with the vendor’s API where one exists, and with scheduled reconciliation where it does not.
